digital photo compression

still being a novice with the pc (after 2 years),how do you compress your photos to upload to this site.
is there anyting hidden in windows xp to do it or can anyone reccomend some free software that i can download.

I use Elements 2, but their is free stuff out there. Just search google for 'free jpg compression software', or similar.
