Can anyone tell me at what point did prisons change from keeping criminals off the streets into rehabilitation units? :doh

What needs to happen is a complete review of the sentencing system, and crimes such as not paying 200,635 parking tickets given a non-custodial classification, whereas anything with a hint of violence, burglary, rape, etc is custodial.

Exactly, and to make it easier, just build a great big wall around Liverpool - though I'm not sure Snake Pliskin would 'Escape From Toxteth' quite so easily :wink
