At least two-thirds of England's universities want to charge £9,000 tuition fees, a survey suggests as the deadline is reached for submission of their plans.

So let me get this rigth, universities have an option to charge another £3000 and Labour are up in arms..... yet it was Labour that brought in a none optional £6000!!! :doh
