It took me ages today after an upgrade trying to remember how I added smilies to the quick reply so I'll put it here for future reference :smile:
In includes/functions_editor.php edit $usesmiliebox = false; to $usesmiliebox = true;
No idea why they can't put this option in the admin settings :thumbsdown:
